Uptown, which the city calls North Capitol Hill, is bounded by 20th Avenue on the north, Park Avenue on the northeast, Downing Street on the east, Colfax Avenue on the south and Broadway on the west. It is a small footprint a little over a mile from Union Station, and it is built up hard: apartment blocks, converted houses, medical offices and a run of restaurants.
Seventeenth Avenue through Uptown is the restaurant strip, running from Park Avenue toward City Park with patios along most of it. The paved areas serving those blocks are small, awkward and heavily used, and they rarely close for more than a day without costing the business real money.

The residential fabric is Victorian and Queen Anne houses mixed with brick apartment buildings and newer multifamily infill. Many older houses were converted to offices and clinics decades ago, and their rear yards were paved for staff parking on whatever base happened to be there. Those surfaces are thin, and they fail first at the entry from the alley where turning traffic loads the edge.
The medical presence just east shapes traffic. The Presbyterian/St. Luke's campus sits in City Park West across Downing, and clinics and specialist offices spread back into Uptown, which puts ambulance and delivery movement on the alleys and keeps short-term parking under constant turnover. Park Avenue West cuts diagonally across the northeast corner toward the ballpark blocks, and Broadway and Colfax carry the volume on the other two sides.
Practical constraints run the schedule. Restaurant lots want a Monday or Tuesday, clinics want an evening or a weekend, and residential buildings want notice so tenants can move cars. The city looks after the paved public alleys; the pad, the apron and the rear lot inside the property line are the owner's. Occupying the street or a lane for staging needs an application to the city at least five business days ahead with a traffic control plan.

Asphalt in Uptown: common questions
Can you resurface a restaurant lot without losing a night's trade?
Usually. We start early on a Monday or Tuesday, phase the lot when it is big enough to split, and get the hot mix down and cooled before evening service. Striping goes on the next dry day. Sealcoating needs longer to cure and is best booked over a closed day.
Our clinic lot has no marked accessible space. Is that a problem?
It usually is, and it is straightforward to fix during a repaint. An accessible stall needs the right width, an adjacent access aisle, signage and a route to the entrance. We lay it out to standard dimensions and tell you where the arrangement should be checked against your permit or lease.
How long will striping last on a busy lot?
On a lot with heavy turnover, expect the paint to look tired in two to three years and the main aisles sooner than that. Sealcoating and restriping together on a cycle keeps the layout readable and protects the surface, which works out cheaper than resurfacing early.
