Thornton was laid out on farmland in 1953 by Sam Hoffman and became the first fully planned community in Adams County. It had 5,500 people before it even incorporated in 1956 and it has been growing north ever since, past 120th Avenue and out toward 144th and 160th. The 2020 census counted 141,867 residents, up more than 19 percent in ten years.

Usually yes, because a driveway inside your property line is not the same as cutting into the street. Thornton restricts open trench excavation and potholing in newly built or overlaid pavement for at least a year unless the city Streets Manager approves it.
